As announced through GC Pro Consulting's various communication channels, the training took place at the Edith Palace hotel in Porto-Novo from 24 to 26 February 2026. The central theme of the course was public accounting in the health sector and the specific features of the 2026 Finance Act.

For the occasion, the firm selected one of its external consultants, highly seasoned in the subject, to deliver this three-day course: Mr Julien D. DENAGBE, a specialist in public finance matters in the health sector.

Regarding the actors of the expenditure execution chain, these include the actors of public procurement award and control (the Public Procurement Officers, the Public Procurement Control Units and the National Directorate for Public Procurement Control), and the actors of public expenditure execution (authorizing officers, financial controllers, public accountants, and so on).

The role of each actor under the legislative and regulatory framework was developed and transposed into the contexts of the hospital, the health centre, the Health Zone Coordination Office and the Departmental Directorate of Health. Concrete examples helped better equip the participants.

One key point of attention was the set of checks the public accountant must perform before deciding whether or not to pay or accept an expenditure. Requisition, which may also come into play as the authorizing officer's last resort, was debated on the basis of the texts in force.
